Small Works Roster

The Seattle Housing Authority (SHA) invites contractors interested in doing business with SHA to submit an application to be included on SHA’s Small Works Roster. In addition to being used by SHA, the King County Housing Authority also utilizes SHA's Small Works Roster.

Use of the Roster: The Roster, which includes both general construction and multiple specialty categories, is used for soliciting bids from contractors on some construction projects estimated to cost less than $200,000. The Roster is updated on a regular basis upon receipt of applications from qualified contractors, who must have a Washington State Contractor’s License for the type of work they perform.

Firms on the Roster: If your firm is already on the Roster, you do not need to re-apply unless you wish to update your information. To check whether your firm is currently on the Roster, click here.

WMBEs and Small Businesses: The Seattle Housing Authority strongly encourages the participation of small businesses, HUD Section 3 businesses, as well as minority-owned and women-owned business enterprises.

  • Small Business:  A small business means a business concern, including its affiliates, that is independently owned and operated, not an affiliate or subsidiary of a business dominant in its field of operation, and qualified as a small business under the criteria and size standards in 13 CFR 121. Furthermore, a business is considered small according to the Small Business Administration’s established guidelines provided to such businesses.

  • HUD Section 3 Business:  A business that is owned 51% or more by a Section 3 qualified person, or where 30% or more of the permanent, full-time employees of the business are Section 3 qualified persons, or where the business can provide evidence of a commitment to subcontract in excess of 25% of the amount of all subcontracts to other Section 3 certified businesses.  A Section 3 qualified person must live in the City of Seattle and meet or fall below the income limits on the Section 3 Business Certification Form located at the following website address: www.seattlehousing.org/business/info/ContractingWithSHA/Section3CertForm.doc.

  • WMBE:  SHA encourages qualified firms to seek certification as a Minority Business Enterprise (MBE) or a Women's Business Enterprise (WBE) from the Washington State Office of Minority and Women’s Business Enterprises (OMWBE).
