SHA to present annual plan to community

Actions will help better serve low-income residents

SEATTLE--June 1, 2005--Residents and community members are invited to attend the 2006 Budget and “Moving To new Ways” Annual Plan public hearing. The Seattle Housing Authority will present the plan and take public comment at 6 p.m. on June 8 at PorchLight, 907 Ballard Way NW.

This year’s plan builds on last year’s and lists many actions that will help SHA better serve low-income residents. Some of these actions include:

  • Finish building 344 new public housing and workforce rental units in the first phase of High Point.

  • Begin construction of the second phase of rental housing at Rainier Vista. (If Rainier Vista is selected, SHA will work with the Salvation Army to design the Ray and Joan Kroc Corps Community Center, a $30 million new community center for all of Southeast Seattle.)

Construction at High Point in West Seattle is underway.

  • With nonprofit partners, complete new housing for seniors and people with disabilities at Rainier Vista and High Point.

  • Sell up to 125 Scattered-Sites units and buy 125 units in more accessible locations to replace them.

  • Begin a five-year program to renovate 22 public housing high-rises, including comprehensive rehabilitation of building systems and common areas.

  • Consider making a second public housing high-rise into a smoke-free community. (Tri-Court is already a smoke-free community. Residents like it and SHA is able to enforce the smoking ban.)

  • Study options for replacing Holly Court with a new nearby development.

  • Evaluate ways to renovate Jefferson Terrace, helping to make it a better place to live.

Providence Health Systems' Gamelin House at Rainier Vista will be home to low-income elderly and disabled on the top three floors. The first floor of the building will house Providence's ElderPlace program and retail businesses.

  • Plan for the redevelopment of the former Lake City Village site and the adjoining Salvation Army site.

  • Plan for cuts in federal funding in public housing and the Housing Choice Voucher program.

  • Implement changes in the Housing Choice Voucher program to stretch declining federal funding to serve as many households as possible.

  • Implement changes to the public housing rent policy to encourage residents who can work to do so and require all residents to report all changes in income promptly.

Information about SHA’s FY 2006 budget will also be available at the hearing.
