SHA Awards

The Seattle Housing Authority has earned numerous regional and national awards for its work and is recognized nationally as a leader among housing authorities. SHA managers and commissioners often are requested to serve as consultants by HUD officials in Washington, D.C.

September 2003 - 
The Director's Award for Leadership in Housing Development

NewHolly Phase I receives the Washington Department of Community, Trade and Economic Development (CTED) Director's Award for Leadership in Housing Development. 

The award was given to developers of well-designed, affordable and higher-density housing that exemplify the Growth Management Act.

"Communities must provide housing choices in urban areas that are attractive, accessible to parks, public transportation, work, shopping, and other amenities, and affordable to all economic segments of the population, if Growth Management Act housing goals are to be achieved," said CTED Director Martha Choe who notes that standards set under Growth Management Act are not always easy to achieve. 

Thirteen developments received the Director's Award and are featured on CTED's Affordable by Design Website. Case studies on each development, with photos and interviews, can be browsed for information on location, planning policies, zoning, design, unit size, density, affordability and financing. The user can explore details on each development, such as whether it is mixed-use, transit-oriented or pedestrian-friendly. May 2003 - The New Face of America's Public Housing Award

New Holly wins full honors in the New Face of America's Public Housing Award competition sponsored by the Congress for New Urbanism and HUD. 

NewHolly is one of the six winning projects chosen from of over 30 national entries. The selected projects provide an inspiring glimpse into the range of approaches to HOPE VI-funded redevelopment. CNU is a nonprofit organization that teaches principles of New Urbanism, a set of strategies for creating walkable mixed-income neighborhoods. The award was open to all developments with a public housing component. See press release.

Construction Excellence Award for 
Absher-Pacific, General Contractor for NewHolly
 

The Absher-Pacific Joint Venture, general contractor for the 44-acre first phase of the NewHolly redevelopment, has been presented with an Associated General Contractors of Washington 2002 Construction Excellence Award in the category, "Best New Construction Project over $10M in Value."  Absher-Pacific won the award based primarily on its effective management of this challenging project, quality of construction, completion on budget and ahead of schedule, and the involvement of NewHolly residents in the construction of their new neighborhood. The Associated General Contractors of Washington Safety and Construction Excellence Awards are given annually to recognize and celebrate the best construction and safety projects and practices in the state.

Weinstein/Copeland Architects, project architects for NewHolly 

Weinstein/Copeland Architects, project architects for the first two phases of the NewHolly redevelopment, is one of 18 winners nationwide of the 2002 Charter Award from the Congress for New Urbanism. This award exists to "recognize the best practices in the world of New Urbanism…" The Charter Awards look at how plans and projects respond to and integrate with their environment, and consequently, how they improve the human experience of blocks, neighborhoods and regions. Weinstein/Copeland Architects received one of two prizes awarded nationally in "The Neighborhood" category.

Empowerment for Community Development Award

In March, 2002, SHA’s community building efforts were recognized by The Center for Empowerment, with an "Empowerment for Community Development Award." The award states, "Through the NewHolly redevelopment, previous residents of Holly Park were empowered to become homeowners and community leaders. They participated in every phase of the new development, from relocation to resident management."

American Consulting Engineers Council of Washington Gold Award

SvR Design Company, civil engineers for all three phases of the NewHolly redevelopment were recognized by the American Consulting Engineers Council of Washington (ACEC) in their Best of State Competition for their originality and innovation in designing the new infrastructure and street grid for NewHolly. The Gold Award was presented to SvR Design Company in January of 2002.

NAHRO Award for the  Making a Difference Video

In April of 2002, the housing authority won a PRAIS Award from NAHRO, the National Association of Housing and Redevelopment Officials. PRAIS awards recognize innovative service by local housing authorities. The Seattle Housing Authority was recognized at the NAHRO conference in April in the category of resident and client services for the "Making a Difference" staff training video, produced by Stewart/Stenson Videos. The video features housing authority clients and staff, and is used as part of a staff training program focusing on customer services.

HOPE VI Awards

Beginning in 1996, The U.S. Department of Housing and Urban Development has awarded Seattle Housing Authority HOPE VI grants totaling $135 million to rebuild four of its communities: Holly Park, $48 million; Roxbury House and Village, $17 million; Rainier Vista, $35 million; and High Point, $35 million. HOPE VI is a competitive grant process for public housing communities that meet the definition of "severely distressed." With leveraged funds, total projected costs for all developments are expected to exceed $535 million once completed.

Othello Station - NewHolly Phase III

 

Othello Station was recognized by the Pacific Coast Builders Conference at their annual trade show with a Gold Nugget Honor of Merit Award and the prestigious Grand Award for their Best Affordable Project (Under 30 units/acre) category. Othello Station, developed by Seattle Housing Authority, built by Walsh Construction and designed by architect WRT Solomon E.T.C., was one of more than 600 entries to the Gold Nugget Awards competition. The competition honors creative achievements in architectural design and land-use planning for residential, commercial and industrial projects.

NewHolly Phase III - Othello Station

In recognition of the nation's best new housing designs presented in conjunction with the National Association of Home Builders' annual convention and exposition. Sponsored by Professional Builder magazine and the National Association of Home Builders, the BAIA program showcases homes that illustrate design quality, succeed in the marketplace and exemplify the "Best in American Living."

Work on the $44 million project required demolition, infrastructure, right-of-way landscaping and building a park to replace a 1940s era public housing development. Now low-income residents of Southeast Seattle can enjoy 262 housing units in the form of townhomes, cottages, carriage houses and four story buildings.

Built Smart Award 2005
Rainier Vista

Seattle City Light awarded the Snoqualmie Building at Rainier Vista with the Built Smart Award for 2005. The building was built to use 30 percent less energy than one built to the current energy code. The energy efficient lighting upgrade saved approximately 43,000 kilowatt hours a year, enough energy to heat +/- 4 homes.

ULI Awards For Excellence 2007

High Point by the Urban Land Institute

The High Point redevelopment in West Seattle was recognized on May 11 by the Urban Land Institute as one of the outstanding projects of the year in the United States. The prestigious ULI Awards For Excellence were awarded to just ten projects across North, Central and South America, out of a field of over 170.

 

Vision 2020 Award 2007

High Point by the Puget Sound Regional Council

Citing High Point as “an exceptional effort that promotes a livable region,” the Puget Sound Regional Council presented its VISION 2020 Award to Seattle Housing Authority in recognition of the High Point redevelopment. VISION 2020 awards are presented annually. High Point was one of six projects recognized for innovative design and effectiveness.

AIA "Show You're Green" Award 2006

High Point Redevelopment Project by Mithun Architects

 

The High Point neighborhood in Seattle, entered by the architectural firm Mithun, was recognized for incorporating sustainability factors into the entire process-from recycling the previous development's old-growth lumber to natural drainage systems that mimic the drainage qualities of an open meadow. All homes meet local Built Green three-star standards, and 150 trees are preserved on-site. In respecting the site's historic ecological significance, energy conservation exceeds code requirements by 30 to 50 percent. A natural drainage system cleans, cools, and filters stormwater runoff to Longfellow Creek (location of the highest Coho salmon counts for all Seattle creeks), while four miles of grassy and vegetated swales enhance the watershed, preserving water and ecosystem quality. More than 90 percent of the old-growth cedar and fir from the original buildings were recovered for reuse.

High Point Redevelopment - Phase I

The High Point Redevelopment Project plan includes a 34-block natural drainage system designed to protect and enhance the water quality of Longfellow Creek, Seattle's most important salmon stream. The project mimics the functions of nature with features including: open space, vegetated swales, stormwater cascades, small wetlands and detention pond. SHA will also build 35 "healthy homes" designated for asthma sufferers and will partner with other agencies to educate residents on maintaining an asthma-free environment.

High Point received a "Special Mention" in the Research and Communication portion of the WASLA 2005 Professional Awards: High Point Hope VI Redevelopment - Asthma and Allergy in the Landscape: Nakano Associates.

High Point Redevelopment Project - Phase I

Northwest Carpenters showed their appreciation to SHA by honoring High Point with this award for providing training opportunities in carpentry and other apprenticeship areas. Many apprentices worked on this project for over a year and made "major steps toward graduation."

High Point Redevelopment

The High Point Natural Drainage system, designed by SvR, received a 2003 Merit Award from WASL. "This project successfully superimposes an environmentally responsible approach to stormwater management on a project of immense scale. This is a replicable, urban solution...large enough to have a significant impact on our city."

The Seattle Design Commission commended High Point's design team for their "collective efforts in breaking the mold and pursuing a project that demonstrates true innovation and design excellence in the public realm."

NAHRO Award of Excellence
NewHolly Neighborhood Campus

The National Association of Housing and Redevelopment Officials honored the NewHolly Neighborhood Campus in 2000 for producing positive results in individual lives by providing integrated employment, education, and family support services to public housing residents. NAHRO noted that the Neighborhood Campus is a true partnership of private and public resources that will long outlast the federal HOPE VI funds that originated the project.

In 2000, The Pacific Northwest Regional Council of NAHRO earlier selected NewHolly for a PRAIS Award (Pacific Northwest Regional Council Awards for Innovative Service). PRAIS applications are judged on the basis of level of innovation, program results, ongoing nature of the results, costs, and overall excellence. SHA was cited for taking an innovative role in creating community-wide resources that go beyond public housing families and help to integrate very low-income families into the larger social and economic fabric of the city.

NewHolly Neighborhood Campus

NAHRO honored the NewHolly Neighborhood Campus with its 2000 Award of Excellence in Housing and Community Development in Program Innovation: Resident and Client Services. SHA was chosen from a competitive field nationwide. According to NAHRO, the award-winning Neighborhood Campus provides an innovative model of comprehensive urban revitalization, which includes a strong commitment to self-sufficiency services. NAHRO noted that programs like those at the Neighborhood Campus are setting standards that can be duplicated by other agencies around the country. 

HUD Best Practices

The Seattle Housing Authority won four Best Practices awards in 2000 from the U.S. Department of Housing and Urban Development:

  1. SHA shared a "Best of the Best" national award with Friends of P-Patch and the City of Seattle's Department of Neighborhoods for the Cultivating Communities partnership. The program operates three market gardens and 13 community gardens at SHA's High Point, Holly Park, Rainier Vista, and Yesler Terrace garden communities. Cultivating Communities benefits public housing residents, who can grow their own produce for consumption and sale, and subscribers, who support the effort and take home fresh vegetables each week.
     

  2. The NewHolly Neighborhood Community Building Strategy was a "Simply the Best" regional winner. The Community Building Strategy uses the development of block clubs and activity clubs to develop a caring community that promotes positive relationships, self-sufficiency, and a sense of pride and ownership of the neighborhood.
     

  3. SHA's Rent Policy Development was a "Simply the Best" regional winner. Rent Policy Development is proving to be an important tool for allowing residents to work toward self-sufficiency through employment without taking away gains in income through immediate rent increases.
     

  4. SHA's Jobs Plus program was recognized as a Best Practices local winner. The Jobs Plus Program at Rainier Vista works with 250 families in that community to achieve employment goals, family stability and self-sufficiency.

Tax Credit Excellence Award, NewHolly

The Affordable Housing Tax Credit Coalition selected SHA in 2000 for one of four national Tax Credit Excellence Awards, given to the most outstanding tax credit projects in the country. SHA received the award for its innovative use of tax credits at the three-phase NewHolly redevelopment, which when complete will consist of more than 1,400 units of mixed-income housing. The Tax Credit Coalition is a private, nonprofit organization of financing providers, government agencies, housing development organizations and others involved in providing affordable rental housing using federal housing tax credits.

VISION 2020 Award, NewHolly

In 1999, the Puget Sound Regional Council awarded NewHolly a VISION 2020 Award, honoring the innovative work done in planning and executing the redevelopment. The award was one of six presented for promoting a livable region by helping implement VISION 2020 regional growth management and transportation strategies.

Financial Management Awards

Financial Reporting Excellence

The Government Finance Officers Association has awarded the Seattle Housing Authority a Certificate of Achievement for Excellence in Financial Reporting five consecutive times, for the fiscal years 1997 through 2001. The most recent award was received in November of 2002. This national award is designed to recognize and encourage excellence in financial reporting by state and local governments. 

Five Years of Clean Audits

In May 2002, SHA was recognized by Brian Sontag, Washington State Auditor, for our fifth consecutive audit without a finding. Only one in five agencies audited by the state have achieved this distinction. The letter from Mr. Sontag compliments SHA on its proactive approach to audit-related matters, its timely and constructive responses, and notes, "I view our partnership as a model for relationships with other entities."

Other Management Awards

PHMAP Perfect Score

SHA is evaluated annually by the U.S. Department of Housing and Urban Development’s Public Housing Management Assessment Program (PHMAP). SHA has been designated a "high performer" for six straight years, and for the second year in a row earned a perfect score of 100 percent for the fiscal year ended Sept. 30, 1999. SHA is the largest public housing authority in the nation ever to earn a perfect score.

Jobs Plus

HUD selected the Rainier Vista garden community as a Jobs Plus demonstration site. Jobs Plus is a partnership among HUD, the Rockefeller Foundation, the Manpower Demonstration Research Corporation and seven housing authorities. The purpose of the Jobs Plus program is to identify successful resident employment methods and replicate them at other public housing developments throughout the country.

Moving To new Ways

SHA is one of 24 high-performing housing authorities nationwide chosen for a five-year demonstration program called Moving To new Ways (MTW). The program, which was created by Congress, allows the agencies more flexibility from HUD rules and more local control over their federal assistance budgets in order to reward effective management and increase accountability.
