Building Inspection
Seattle Housing Authority seeks proposals from qualified professional firms to assist the agency with building inspection services on an on-call basis. The RFP is available Word or PDF format (download Adobe Reader).

Scope of work
Includes work related to structural integrity and general physical condition inspections/facilities evaluations of residential and/or commercial buildings or properties which may include, but are not necessarily limited to some or all of the following property elements:
- Site: Grounds, utilities, and paving systems.
- Exterior Systems: Roofs, walls window systems, exterior doors, structural (condition, not seismic).
- Interior Systems: Walls, doors, flooring, ceiling, hardware (in the case of multiple unit buildings, a sampling of units that shall include several units of each type of unit configuration as well as common areas).
- Fire/Life Safety issues (including hazards, alarms, fire escapes).
- Heating, Ventilation and Air Conditioning (condition, not performance evaluation).
- Electrical and Electrical Distribution (condition, not load analysis).
- Plumbing – Fixtures, domestic supply, storm and sanitary drainage.
- Fire Protection.
- Special Construction – (kitchens, medical space, shops).
- Elevators.
Prepare analytical studies and/or reports. The selected firm or firms will be provided with copies of existing plans of each facility to be inspected, if available. Any facility condition data that Seattle Housing Authority has on the facilities shall be supplied to the firm to be incorporated into the studies and/or reports. All Housing Authority-supplied facility condition data shall be identified as such. This data may include:
- Engineering studies (seismic and other).
- Roofing inspections.
- Hazardous materials audits.
- Air and water quality studies.
- Accessibility studies (ADA).
- Asset Preservation, life cycle studies.
- Elevators inspections.
For each deficient condition identified in the surveys/reports, a means of correcting the condition shall be developed. Each correction shall detail a written description of work required. A construction cost estimate will be developed for each deficiency.
The estimates shall be developed using nationally recognized construction estimating data such as R.S. Means. Costing database shall include soft cost factors including those relative to public works. If appropriate, multiple corrections shall be developed indicating the range of possible corrective measures and the associated costs. A means of updating cost estimates shall be included.
The selected firm or firms may be required to research the costs of maintaining the buildings/facilities for the current calendar year and estimate the costs of maintaining the buildings/facilities over the next 30 years.
Data collected and evaluated must be in the same format as the Seattle Housing Authority Facilities Assessment reports (formatting to be provided by Seattle Housing Authority) for entering in the SQL Server database.
The selected firm or firms may be called upon as an Expert Witness relating to any of the above scope items.
