Father and childLow Income Public Housing:
Mandatory community service

The Community Service and Self-Sufficiency Requirement is mandated by Congress as a part of the Public Housing Reform Act of 1998. This law requires that low-income families in public housing contribute eight hours a month of community service or a self-sufficiency activity, or a combination of both, as a condition of receiving federal housing assistance. Every adult public housing resident, unless determined to be exempt, must fulfill this requirement. You are exempt if you are:

  • 62 or older;

  • Blind or disabled, or a primary caretaker of such an individual;

  • Employed;

  • Participating in an economic self-sufficiency program (like Job Connections or Jobs Plus);

  • Exempt from working under the State program funded under part A of Title IV of the Social Security Act or under any other Washington welfare program; or

  • A member of a family receiving assistance, benefits or services under a State program funded under part A of title IV of the Social Security Act or under any other State welfare program, and in compliance with such a program.

If a resident does not participate in community service requirements, they could be considered not in compliance with their public housing lease after 12 months.
