Annual inspections and reviews

SHA also inspects each subsidized unit at least once a year to ensure compliance with HUD’s Housing Quality Standards. The annual inspection generally takes place at about the same time as the tenant’s annual review. The unit must pass this inspection for assistance to continue. If the unit fails inspection due to tenant-caused damage, the owner may require the tenant to pay for or repair the damage. Owner’s will receive a written notice of the date and time of the annual inspection. Owners need not be present, but the tenant or a responsible representative of the tenant who is at least 18 years old must be present.

What if repairs are not made? 

If the owner does not maintain the unit in accordance with all applicable laws and Housing Quality Standards, SHA may withhold or terminate housing assistance payments to the owner. If tenants do not pay for or repair tenant-caused damage, SHA may terminate their participation in the program.

Annual reviews

Once a year, SHA checks to make sure that participating households are still eligible for the program and re-determines the amount of assistance they receive. The annual review begins several months before the lease anniversary, and must be completed by the anniversary for assistance to continue. SHA checks the household’s income, composition and immigration status. If any of these items have changed, assistance will be adjusted accordingly.

Immigration status may affect assistance.

SHA is required by law to verify immigration status of household members during the first annual review. If one or more members do not have eligible status at that time, the household will not necessarily lose its housing, but its federal subsidy may be reduced or terminated. Special reviews

Tenants should call their certification specialists to report any changes in household income, composition or immigration status while on the program. SHA will perform a special review in these cases to determine if the tenant’s amount of housing assistance should be adjusted. Tenants must request a special review and submit all required paperwork by the tenth of the current month if they would like their housing assistance adjusted for the next month.
