To qualify for the Seattle Senior Housing Program, you must have an annual income of at least $8,520 and make no more than 80 percent of area median income (listed in the table below).
Area median income is the midpoint income for the Seattle area. It is determined by the U.S. Department of Housing and Urban Development, and means that half of the people earn more than the median, and half of the people earn less. Seattle Housing Authority uses these levels to set income limits and waiting list preferences for its programs.

A household's assets—money, property, and other goods having value—are taken into account when calculating income. The actual value of your assets is not included, but income created from your assets is. If you have money in a savings account, for example, that money will not be added to your income. However, if you earn interest from the money in your account, the interest will be considered part of your annual income.
Qualifying as a family
Seattle Senior Housing Program families are limited to households whose sole member, head, or spouse is either (1) at least 62 years of age, or (2) a person with a physical handicap, mental handicap or disability. No household member may be younger than 18.
Seattle Housing Authority is responsible for maintaining stable and safe living environments for its residents. For this reason, applications are screened in the same way most private property managers would do. To be considered suitable, you must show you are able to pay rent when due, take care of an apartment, and live peacefully with neighbors.
Seattle Housing Authority relies heavily on good landlord references to determine an applicant's suitability for the Seattle Senior Housing Program. Recent, positive rental history is the best way to tell if an applicant will be able to meet the obligations of being a tenant. In addition to stable resident history, employment, and other factors are considered when determining suitability.
The following factors may result in the denial of an application:
- Verified eviction on credit report or confirmed with landlord
- Rental collection verified on credit report
- Balance owing to landlord
- Unverifiable Social Security Number
- Falsification of rental application
- Breaking lease agreement that will result in collection filing
- Less than 12 months of rental history
- 2 or more noise complaints in 12 months of rental history
- 3 or more non-sufficient fund checks in 12 months of rentals
- 4 or more late payments in 12 months of rental history
- Derogatory credit history in excess of $5,000
- Past due mortgage
- Open bankruptcy
- Derogatory credit after a discharged bankruptcy
Seattle Housing Authority screens all applicants' criminal history. If the screening report shows that they may not be a suitable resident, their application may be denied. All felony and misdemeanor offenses must be disclosed on the rental application. Denial may be automatic if an applicant has committed certain offenses, including:
- Murder (1st, 2nd degree)
- Kidnapping (all counts)
- Manslaughter (1st degree)
- Theft (1st, 2nd degree)
- Assault (1st, 2nd, 3rd degree)
- Burglary (1st, 2nd degree) and vehicle prowling (1st degree)
- Robbery (1st, 2nd degree)
- Malicious mischief (1st degree)
- Rape (all counts)
- Arson (1st, 2nd degree) and reckless burning (1st degree)
- Rape of a child (all counts)
- Possession with intent to deliver (all counts)
- Child molestation (all counts)
- Delivery or sale (all counts)
You don't need to be a United States citizen to apply for housing, but you do need to be a citizen or have eligible immigration status to receive housing.
