Federal changes (known as H.R. 1) are scheduled to roll out over the next few years. These changes affect two programs many Washington residents use: Basic Food (SNAP) and Apple Health (Medicaid).
The Washington State Department of Social and Health Services (DSHS) and the Health Care Authority (HCA) will send you official notices before any changes take effect.
Basic food: SNAP
Basic Food, also known as the Supplemental Nutrition Assistance Program (SNAP) or food stamps, helps people buy groceries at participating grocery stores and farmers markets. The following federal changes are expected over the next few years.
Changes to non-citizen eligibility beginning May 2026
Individuals with refugee, asylee and certain other immigration statuses transitioned to State Food Assistance. No action needed to continue to receive benefits.
Changes in work requirements beginning January 2027
Non-Disabled Adults ages 18 to 64 (previously 55), with some exceptions, will be required to participate in work, training or community service 80 hours per month.
At your next eligibility review, you will receive a screening and verbal and written notice of those work requirements.

Apple Health: Medicaid
In Washington State, Medicaid is called Apple Health. Apple Health provides health care services including preventative care, cancer screenings, treatment for conditions such as diabetes and high blood pressure. The following federal changes are expected over the next few years.
Changes to non-citizen eligibility beginning October 2026
Individuals with refugee, asylee and certain other immigration statuses may no longer be eligible for Apple Health.
If you are no longer eligible for Apple Health, other health coverage options are available. All Washington residents, regardless of immigration status, can apply for health insurance through Washington Healthplanfinder.
New work requirements added for adults ages 19 to 65 beginning January 2027
Non-disabled adults ages 19 to 64, with some exceptions, will be required to participate in work, training or community service 80 hours per month. Certain individuals eligible for Apple Health for Adults are exempt from work requirements.
Renewals Every Six Months Beginning January 2027
Individuals enrolled in Apple Health for Adults will need to renew their coverage every six months, instead of once a year, beginning with their first renewal in 2027.
