The SHA Transit Pass Program began in 2019 as a small pilot in partnership with the Seattle Department of Transportation, providing 1,500 free, unlimited ORCA cards to residents at 28 SHA properties. In 2023, the program expanded and now serves residents at all SHA owned and managed properties.
These ORCA cards provide unlimited access to King County Metro’s Access Transportation, King County Metro, King County Water Taxi, Seattle Streetcar, Seattle Center Monorail, Sound Transit, Community Transit, Pierce Transit, Kitsap Transit and Everett Transit.
The program is paid for by the Seattle Transit Measure. Voters approved this measure, and it is scheduled to end in 2027. The City of Seattle and regional partners are working on a plan to renew it. The Mayor will send the plan to the Seattle City Council. The Council will review it and decide whether to place it on the November 2026 ballot.
The City is keeping this webpage updated with information about this process.
For now, no action is needed. SHA ORCA cards will continue to work normally through 2026.
