According to the U.S. Bureau of Labor Statistics construction jobs are projected to grow 13 percent between 2014 and 2024. Seattle Housing Authority (SHA) and Seattle Vocational Institute (SVI) created a partnership, providing SHA tenants training and access to these jobs, many of which pay more than $27.00 per hour.

The Pre-Apprenticeship Construction Training Program (PACT). offered through SVI provides students with skills they need to enter the construction industry. PACT is a formally recognized apprenticeship preparation program by the Washington State Apprenticeship and Training Council and consists of two quarters, 41.5 credits.

Tenants participating in the program:

  • Build the necessary skills to get a job in construction
  • Learn hand tool and power tool use, industrial safety, trades math, forklift operation certification, road flagging certification, OSHA 10 certification, First Aid and CPR certification
  • Meet construction employers and be matched with construction jobs after completing the program
  • Receive help with transportation and child care, financial aid to pay for school and a small living stipend

The partner program with SVI is currently inactive but may be offered again. Tenants interested in attending the PACT program directly through SVI may contact College Navigator Rachel Andre, Seattle Colleges, at rachel.andre@seattlecolleges.edu or 206.934.3802.
