Seattle Housing participates in the U.S. Department of Housing and Urban Development "Moving to Work" (MTW) Demonstration Program, which allows Seattle Housing to test innovative methods to improve housing services and to better meet local needs.

As a participant in MTW, Seattle Housing may propose and implement alternatives to certain federal regulations spelled out in our agreement with HUD. Fiscal year 2010 will be Seattle Housing’s twelfth year in MTW.

In creating the Moving to Work program, Congress listed three statutory objectives:

  • Reduce cost and achieve greater cost effectiveness in Federal expenditures,

  • Give incentives to families with children to obtain employment and become economically self-sufficient, and

  • Increase housing choices for low-income families.

Every year SHA adopts a plan that describes MTW activities to be implemented beginning in the following fiscal year. The Board of Commissioners adopted the fiscal year 2010 MTW plan in October 2009.
