Request for Competitive Proposals

The Seattle Housing Authority (SHA) is seeking proposals from qualified firms to provide consultation and design services of in-unit Wi-Fi internet access systems, with the opportunity to install, maintain and support in-unit Wi-Fi internet access to individual residential units. The scope initially will be a pilot program consisting of six-to-eight SHA residential properties with an approximate total of 525-residential units. Most of the locations already have common area Wi-Fi. 

The Seattle Housing Authority is soliciting proposals for the Yesler Terrace Block 6.6 Juniper Apartment Construction Project. We are seeking proposals from experienced General Contractors to participate in the preconstruction services and construction of a new 7-story multifamily affordable housing project. Phase 1 of the contract covers Preconstruction Services, working with the design team during the construction document phase of the work including cost estimating, value engineering, preliminary construction scheduling, and development of the subcontractor bid plan and execution in order to negotiate a Maximum Allowable Construction Cost (MACC). Phase II of the contract will be initiated upon successful negotiation of the MACC. The General Contractor shall perform, subcontract and coordinate all work required for the completion of the Project. Proposals will be evaluated based on the proposed costs, including Preconstruction Services and other fixed fees, the qualifications of the Proposer, the experience of the Project Team, the Project Approach and the Community Participation Plan. Final selection of the Contractor may involve an interview in determining the contract award.

The site will be available for touring on June 18, 2021 at 9:00 AM. Site location provided in the bid documents.

Phase 1 Preconstruction work and Phase 2 Construction work. Preconstruction activities included but are not limited to providing a project subcontractor bid schedule, construction schedule, 100% CD value and constructability review and required financial due diligence during financial closing. The scope of this two-phase contract includes a Phase I of an abbreviated Pre-construction phase and if a MACC is reached by the awarded Contractor during Preconstruction and Owner, a Phase II Construction phase will be change ordered at completion of financial closing.

Phase II will be to construct a 5-story, multi-family residential structure containing 81 residential units located at 6955 Delridge Way SW. Ground floor accessory uses include residential common areas and management offices, surface parking for 68 vehicles located on the south side of the parcel accessed from the SW corner of the site off 23RD Ave. SW in West Seattle. The General Contractor and all subcontractors will be required to pay prevailing wages pursuant to the Wage Determination that is included in the bid documents and achieve SHA established Social Equity goals for the project.

The Yesler Terrace Phase IV Housing Project is a residential redevelopment project on the site situated at the southeast corner of E. Yesler Way and 10th Avenue South.  The constructed residential building will contain approximately  129 dwelling units, a management office and approximately 1400 sf of community multi-purpose space.  The building is five stories of Type VA, wood framed residential building over a two story and a basement of Type IA, concrete construction.  Approximately 75 parking stalls will be provided on a single level within the concrete structure. 

The selected Contractor shall provide Construction Management (CM) with Design Build Mechanical, Electrical and Plumbing Services including but not limited to: MEP design, assistance in planning and design, BIM modeling, life cycle cost engineering; value engineering, scheduling, sequencing and coordination of the work, logistical planning; cost-estimating; detrmining constructability, assessing alternative construction options for cost savings and preparation of subcontractor bid packages.
